Qualifications and Rules for Board Membership

A . Prologue
 

The achievements and advancements made in the field of Science and Technology have placed Maxillofacial surgery also on the fast track of progress. The contributions for the betterment of Oral and Maxillofacial Surgery by individuals and research groups are plenty. Recognition of these contributions act as an impetus to further research and progress. The Association of Oral and Maxillofacial Surgeons of India, felt the need to constitute an Academic body to award fellowship to professionals who have excelled in their academic activity and contributed to the advancement of the profession in general. This Academic body will be working as a subsidiary body of the Association.

   
B. Name
 

The name of the body shall be ‘ Indian Academy of Oral and Maxillofacial surgery'. The awardee will be known as “Fellow of Indian Academy of Oral and Maxillofacial Surgery”.

   
C. Fellowship
 

The Fellowship awarded by Indian Academy of Oral and Maxillofacial Surgery is a mark of excellence, awarded to the members of the association.

   
D. Aims & Objectives
  1. To recognize professional excellence among the members of AOMSI after proper evaluation by awarding Fellowship of Indian     Academy of Oral and Maxillofacial Surgery.
2. To foster quality among Oral & Maxillofacial Surgeons
3. To work for the advancement of knowledge in general and Oral & Maxillofacial Surgery in particular.
4. To stimulate self- improvement among Maxillofacial Surgeons.
5. To encourage contribution to the profession by way of publications continuing educational programmes, research works etc.
6. To work in the framework of the AOMSI.
7. To cater to the interests and to uphold the esteem of the profession.
8. To resort to publications to cater the above goals.
   
E. Eligibility requirements to get fellowship of the Academy
  1. Should be a fellow of the Association of Oral & Maxillofacial Surgeons of India in good standing.
2. Should pass the examination conducted by the Board.
3. As a one time measure the following persons will be awarded fellowship with out examination and these people will constitute the    Fellows of the Academy initially.
   
(a)
Honorary Fellows
 

All past and ruling presidents and secretaries of the Association upt first Convocation of the Academy who have completed 10 years of experience after post-graduation.

   
(b)
Fellows
  1)  Members of AOMSI who had attained 15 years of teaching experience after post graduation of which 5 years as a postgraduate       teacher in Oral & Maxillofacial Surgery in recognized Medical / Dental institutions.
2) All those members of the Association who have completed the following requirements:-
   
 

a) M.D.S. degree or equivalent qualification recognized by the DCI with 10 years experience in clinical practice/teaching/research.
b) Should have attained 150 points (The method of calculating the points will be discussed is section G).

   
F. Eligibility for Appearing for the Examination
  The candidates appearing for the examination should have all the following requirements:-
1. Five years experience in clinical practice/teaching/research after MDS in Oral & Maxillofacial Surgery or equivalent qualification     registrable by the DCI.
2. Should have attained 30 points to appear for the examination. The major aim of the Academy, in awarding the Fellowship, is to     recognize ‘excellence', hence the evaluation will be based on the performance of the candidate in Oral & Maxillofacial clinical    practice, academic, teaching and such professional activities
   
G. Calculation of Points
  The point system is introduced for ease of assessment by quantifying the contributions and achievements.

  Copies of the books and publications are to be submitted to decide on the points to be allotted.

Functioning Of The Academy
  The Academy will be controlled by the Board of Directors.

One third of the members of the director board retires every year. The vacancies are filled by election by the AOMSI from the members of IAOMS.

If any of the post in the director board falls vacant the responsibility is allotted to one of the directors and the vacancy is filled by nomination from the members of AOMSI.

Chairman
 

The Chairman of the Indian Academy of Oral and Maxillofacial Surgeons will be elected from the director board of IAOMS by the Joint Council formed by executive committee of AOMSI and the director board of AOMSI presided over by the president of AOMSI . The term of office will be one year. The chairman will preside over the meeting of the director board of the Academy. He will use his wise influence during the functioning the director board meeting. However, all matters will be decided by majority decision. If during voting the house is divided equally the Chairman will have a casting vote other than his usual vote as a member of the director board. He will put his seal on the Fellowship certificate of AOMSI awarded to the successful candidates during the conference of the AOMSI or during a convocation specially planned for this purpose. The chairman will be an observer during the conduct of the Fellowship examinations.

Vice Chairman:

In the absence of the Chairman the vice-chairman has the privilege of presiding over the meeting of the director board and exercise the powers of the Chairman during such meetings. He will assist the Chairman in conducting the office. The term of office of the vice-chairman is one year and he is elected by the joint council.

Honorary Secretary
 

Hon. Secretary shall be elected from the director board by the joint council. The term of office shall be one year. He shall be responsible for the conduct and administration of the routine activities of the Board. He shall prepare the budget in consultation with the joint secretary and get it passed at the director board meeting. He shall have general supervision of accounts, pass all bills for payment and sign cheques along with the joint secretary. He shall get the annual statement of accounts duly audited by an approved auditor for presentation before the board. He shall organize and arrange meetings of the board and joint council. He shall maintain an upto date register of all fellows of the IAOMS with the details. He shall maintain an up-to-date registry of the points each fellow has achieved. He shall keep the register of minutes of the meeting of the Board and Joint council. He shall be responsible for conducting the Fellowship examinations.

Joint Secretary- cum- Treasure
 

Shall be elected from the directors of the IAOMS by the Joint council. The term of office will be one year. He shall assist the secretary in all his activities. He shall be responsible for keeping the accounts of the board and shall jointly prepare the budget and operate the accounts jointly with the Hon. Secretary.

   
I Functions of the Director Board
1. The Director Board shall conduct the examinations for the Fellowship.
2. Shall appoint examiners from the Fellows of IAOMS who have attained 150 points.
3. Shall conduct the examination prior to the Annual general body (preferably during the midterm conference).
4. The Fellowship is awarded during the Annual General body meeting or during a special convocation meant for the purpose.
5. The Chairman himself or One of the directors appointed by the Chairman will be an observer for the examinations.
6. The Director Board shall fix the examination fees and revise it periodically.
7. The Director Board will meet at a minimum of three times a year. The election of the office bearers will be done in the Joint council meeting held immediately after the A.G.M . Following the election of office bearers the Board of Directors will meet separately to decide on the matters regarding the functioning of the Board.
j Removal of office bearers by no- confidence motion

The power to remove any Director of the Board by no confidence motion is vested with the general body of AOMSI and the provisions provided in the constitution of AOMSI for removal of office bearers will be applied for the purpose.

K Funds of the Indian Academy of Oral and Maxillofacial Surgery:
For the initial functioning of the Academy the IAOMS may allot enough fund. The exact amount may be worked out in the joint council (meeting of the Director Board of IAOMS and E.C of AOMSI ). The members of the AOMS who are awarded the Fellowship with shall pay Rs 3000/- as entrance fee. The examination fee shall be decided by the Board periodically.

The audited accounts are to be presented in the Director Board meeting prior to presentation in the general body meeting of the AOMSI.
L Eligibility to be the examiner of IAOMS:
The examiners should have 10 years experience after post graduation with 150 points and should be a Fellow of IAOMS .
M Conduct of the Examination
The examination will be conducted once in a year prior to the annual conference of AOMSI , preferably during the midterm Conference. The examiners, Chairman, Secretary and the observer may be provided with accommodation and hospitality for the conduct of examination.

The application forms prepared by the Board of directors can be obtained from the Hon. Secretary of the Academy by paying a nominal fee for application. The duly filled application form should reach the Hon. Secretary of the board with in the prescribed time. The application should accompany a demand draft payable to the IAOMS . Curriculum vitae of the candidate should be attached in triplicate with the application form. Relevant documents to substantiate the ‘points' claimed by the candidate should also accompany the application form.
Candidates appearing for the examination should have 5 years experience and should have attained a minimum of 30 points to be eligible to appear for the examination . The Board of Directors and the examiners will examine the curriculum vitae and the relevant documents to determine the ‘points' that can be allotted to the candidate. The decision of the committee will be final.
N Examination Guide Lines

The examination shall be in three parts:

1. Written examination:
There will be MCQs covering all the aspects of Oral and Maxillofacial Surgery and the basic sciences. The total marks allotted will be 100.
2. Case presentation:
Every candidate has to present three major cases that he has done during his career with full documentation. The marks allotted for this part will be 100 only.
3 . Oral examination:
The examiners shall conduct an oral examination on the various aspects of oral maxillofacial surgery to assess the candidates knowledge and excellence in the field of Oral and Maxillofacial Surgery. The total marks allotted in this session will be 100 only.

There shall be not less than three examiners and one observer (a member of the board appointed by the chairman) who will be in change of the examination). All the examiners will be allotting the marks separately and the marks are totaled. Candidate should get a separate minimum of 40%and 50% of the total marks to be declared as passed

Amendments
The rules and regulations of the Indian Academy of Oral and Maxillofacial Surgery are designed to give a fair chance to the aspirants of excellence. Any rigid rules and regulations often hinder progress. Hence periodic modifications as per the requirements and need of the time may be implemented. The amendments suggested by any fellow of IAOMS in writing may be discussed by the Director board and if accepted by a simple majority, is presented in the annual general body of AOMSI and incorporated if the general body accepts it by a simple majority.
Guidelines for standing the Indian Academy of Oral and Maxillofacial surgery 1. The constitution accepted by the E.C is put up in the web site of AOMSI for information/ suggestions.
2. Application form to become fellows are invited from the eligible candidates (eligibility to be a Fellow of IAOMS is prescribed in the constitution) by the Hon. Secretary of AOMSI . The candidates should furnish their C.V and documents to substantiate their eligibility.
3. The applications are scrutinized by the executive committee and the selected candidates are awarded Fellowship during the AGM of the AOMSI . The Fellows are categorized to three types.
(a) Honorary Fellows :- eligibility mentioned in the constitution.
(b) Fellows:- eligibility mentioned in the constitution.
(c) Fellows:- eligible to be examiners , eligibility mentioned in the constitution.
4. The 1st E.C meeting after the AGM of AOMSI where Fellowship is awarded will nominate the Director Board of IAOMS.
5. The joint Council will meet and appoint the office bearers from the Director Board.
6. The Director Board will continue the activities of the Academy as per the rules and regulations of IAOMS.
